HERNAN M. REYES, MD, FACS, FAAP

ACCOMPLISHMENTS:
First Foreign Medical Graduate accepted to the Residency program in General Surgery at Cook County Hospital in Chicago, Illinois. Program accepts 7 trainees to the categorical program each year; 4 of the positions are assigned for distribution among the four (4) medical schools in Chicago (1 position/ medical school), leaving 3 positions open for competition among at least 200 applicants from US Medical school graduates.

As Chairman of the Pediatric Trauma Oversight Committee of 12 distinguished individuals appointed by the President of the Board of Health of the City of Chicago, he provided the leadership in establishing Pediatric Trauma Centers in the City of Chicago in 1987, thus centralizing the care of seriously injured Children to designated Pediatric Trauma Centers only. This resulted in a dramatic reduction in the mortality and morbidity rates of seriously injured children as compared to previously, when children were brought to the nearest Hospital by Paramedics. This system is now incorporated as a statewide system in the State of Illinois and still functions with rules and regulations as originally established.

The first part time member of the Faculty appointed to the Department of Surgery, University of Chicago Pritzker School of Medicine where he rose to the rank of Associate Professor of Surgery from Assistant Professor within a period of 4 years. At that Medical School, he was voted three consecutive years as one of twenty best teachers by the graduating medical school class. He further received commendation for his teaching by the General Surgery residents in the program.

The first and only Foreign Medical School Graduate appointed as permanent Chairman of the Department of Surgery of Cook County Hospital, one of the largest Charity Hospital with its own free standing academic graduate medical education programs in the Country, a position he held from 1986 to the time of his retirement in 1998. The Department of Surgery includes all the Surgical Specialties as separate Divisions (Burn; Trauma; Cardiothoracic Surgery, Ear, Nose and Throat Surgery; General Surgery, Orthopedic Surgery, Pediatric Surgery, Plastic and Reconstructive Surgery, Surgical Critical Care, Surgical Oncology, Neurosurgery, Dentistry and Oral Surgery, Urology. He received Best Teacher Awards from Chief Residents in both General Surgery residency programs of the University of Illinois and Rush University Medical Center.

One of two Filipino-American Surgeons to date who was invited and accepted as member of the American Surgical Association, the oldest and most prestigious Surgical Organization in the United States. The other Fil-Am Surgeon is Dr. Anatolio Cruz of the University of Texas, San Antonio, Chief of Surgical Oncology, a 1956 graduate of the University of the Philippines.

Only Filipino American Physician to date who was appointed as a member of the Residency Review Committee for Surgery, a twelve member national body appointed for a term of six years under the Accreditation Council for Graduate Medical Education as one of four representatives from the Council of Education of the AMA. Other members appointed represent the American College of Surgeons and the American Board of Surgery. This body review all residency programs in Surgery in this Country and Puerto Rico for purposes of accrediting new programs and continued accreditation or non-accreditation of existing programs.

Served as an Associate Examiner for the American Board of Surgery in the specialty of General Surgery and Pediatric Surgery. Only Filipino Physician to date who was appointed to the Chicago Board of Health, City of Chicago as member and later Vice President during the term of office of Mayor Harold Washington.

Only Filipino Physician to date appointed as a member of the Illinois Professional Medical Board by Governor Jim Edgar.

Organized and led a delegation of Filipino Physicians to lobby Congress and the Executive Branch of Government regarding the unfair provisions of PL 94-484, the Health Profession Education Assistance Act of the Immigration and Nationality Act of 1976 and 1977. With the support of other political action groups, the law was ultimately amended removing the new restrictions and paving the way for a large number of foreign medical graduates residing in this country who were already in active practice to receive their permanent residence visa.

Co-founded the Society of Philippine Surgeons in America and as the Founding President and Founding Chairman of the Continuing Education Committee, he obtained approval of its CME program for Category I credit from the Accreditation Council for Continuing Medical Education of the AMA, a rare accomplishment for an ethnic organization. This accreditation continues to this day.
