MINUTES OF THE ZOOM MEETING, OFFICERS OF THE SPSA GOVERNING BOARD

Monday, October 17, 2022: 6:00 pm EST (3:00 pm PDT).Meeting was called to order on time by Dr. Cruz.

Present: Drs.Honorio Cruz, Hernan M. Reyes, Daniel Fabito, Philip Chua, Bayani Ignacio and Ed Quiros.

Agenda:

  1. Committee Reports:
  1. Executive Director and Convention Committee Chairman, Drs. Daniel Fabito and Philip Chua respectively reported on the progress of the festivities at the Noypitz Restaurant on Thursday evening, October 20, 2022 and the Golden Anniversary Dinner Reception and Program at the Cesar’s Palace on Friday, October 21, 2022.
  2. Dr. Ed Barcelona sent by email the Treasurer’s report indicating the financial status of the Society including donations to the Commemorative Book, Golden Anniversary Souvenir Magazine and Dinner reservations. Total SPSA funds: $64,257.26. Donations: Rural Surgery Program- $1,200.00; Donations to the Book project- $2,250.00; Donations to the Souvenir magazine: $2,925.00; Paid dinners (45)- $8,225.00; Budgeted for book project- $5,000.00; Disbursed for editing, drafting and organization of book to FreshPrintz of Nevada- $2,250.00.
  3. Dr. H. Reyes reported on the status of the SPSA Golden Anniversary book. The book is currently being printed and 50 copies will be delivered to Cesar’s Palace on Wednesday, October 19, 2022 to be available for distribution during the Dinner reception and program on Friday, October 21, 2022. It was agreed that 50 additional copies (for a total of 100 copies as previously approved) will be delivered to Dr. Daniel Fabito’s residence for distribution to the members featured in the book who failed to attend the celebration and to other members who wish to received a copy. It was agreed that the Executive Secretary will send an announcement regarding the availability of the Commemorative book, a copy of which will be mailed to any member who wish to have a copy, provided a generous donation will be given to SPSA to support the Humanitarian programs of SPSA and to cover the expenses related to the printing and publication of the book and postal service charge.

Dr. Reyes further reported that the tentative invoice sent to him from Edna White of FreshPrintz of Nevada on September 9, 2022 is as follows: $39.11/ copy for a total of $4,238.55 (includes sales tax) for 100 copies. Description of book: 450 pages inside + 4 cover on 80 lb gloss text inside and 14 pt UV outside cover, full color throughout with perfect bond finish.

  • Committee on Surgical Mission. Dr. Barcelona reported that he will be in Manila this coming December to make necessary arrangements for a mission in January, 2024. The preliminary venue is Dumaguete City. Alternative venue: Sister Maamo’s Hospital in Paranaque, Rizal.
  • SPSA-PCS SURE Commission Rural Surgery Outreach Program: Dr. Reyes reported that he will join a Zoom meeting on Tuesday, October 18, 2022 at 7:00 am EST with Drs. Miguel Mendoza and Eric de Leon PCS Sure Commission oversight for the Rural Surgery program together with PCS President Dr. Ramon Inso to interview two candidates: for General Surgeon and Anesthesiologist. Members of the Board suggested asking information regarding some issues they brought up pertinent to the program. A report will be made separately for the Zoom meeting. Drs. Hernan Reyes and Honorio Cruz are the two members of the program oversight committee representing SPSA.
  • SPSA Governing Body changes following the Golden Anniversary celebration on Friday, October 21, 2022.

Dr. Reyes informed the Board that he will not be able to attend the Golden Anniversary celebration due to Health issues. His message will be delivered by Dr. Bayani Ignacio who will also stand in for him during the presentation of the Commemorative book to members present. A discussion ensued regarding the role of Dr. Reyes, since he is in line to become the 1st Chairman of the Council of Past Presidents (COPP), the new governing body of SPSA following approval of the amendments to the CBL during last Fall’s meeting of the Governing Board. The consensus of the Board is to follow the spirit of the amendments of the CBL and prevailed upon Dr. Reyes to assume Chairmanship of COPP for one year as proscribed by the amended CBL following the refusal of Dr. Ignacio to assume the Chairmanship this year as the Past President next in line for succession as Chairman.

     The following issues were approved by the Governing Board members present:

  1. Dr. Reyes appointed Dr. Ed Barcelona as Vice Chairman of the COPP to preside over in person meetings of the Governing body (Regular meetings: Spring and Fall). He will however preside over all virtual meetings and exercise all the functions of the Chair as stipulated in the amended CBL during his tenure.
  2. All officers of the current Board (Executive Director; Treasurer; Chairman, Surgical Mission Committee; and Chairman, Convention Committee) are permanent appointments and will remain so.
  3. Dr. Aimee Mabini was proposed to be appointed as member of the COPP from the membership. This was placed on hold until further notice.
  4. Additional appointments will be made in the future.

Having no further business to discuss, the virtual meeting was adjourned at 8:15 pm EST.
